I walk at a 4.0 (15:00 min mile) pace. I am thinking about making them harder and am not sure if I want to start running during the rest or make the interval faster... what do you think?

Nice workout.
I don't think there is anything wrong with walking between your intervals. To make them harder just make you walk break shorter until your down to 1 min. Then if you still feel good, start running your interval faster. Also, if your training for a marathon, you probably want to make those intrvals at least 800m. I perfer full mile repeats. 400 m repeats are great for 5K training and even 10Ks.

Very nice intervals Kathie! I've never run 400 meter intervals so I am not much help with speed and rest but 7:30/mile pace looks pretty dang sweet!
